Heart's being told nearly 30 recycling banks could be shut in part of Oxfordshire - because of fly tipping. The Vale of White Horse District Council's looking at removing the large green mixed recycling bins from its bring bank sites and wants people to have their say on the matter.   The council says the sites have become a magnet for fly-tippers and that they are often located in public car parks - becoming a local eyesore, piled high with rubbish.
